I do find this strange. Isn't the Halftime show supposed to be an incredibly coveted event for most artists, because it supposedly provides them with enormous amounts of free publicity and projection around the world?
I know that many people outside the US couldn't care any less about American football and only tune in for the Halftime show (it's all that is ever mentioned in non-US media), so I would have imagined that there would be a long queue of current and past stars wanting to take the gig.

Up With People played numerous Superbowls into the ‘80s.
In 1987 they had George Burns and Mickey Rooney, plus Disney characters. 1988: Chubby Checker, the Rockettes, and 88 grand piano players.

Honestly, it's not as bad a choice as it first seemed. I mean, ok, relevance. He hasn't had a big hit in over a decade. But he does have 9 no.1 hits. I think the crowd will struggle through it even if we aren't experts on him or R&B. A few of these songs people don't know they know em.

Such a small universe of performers who 1) want to do it 2) can pay $8-10 million for the production out of their own pockets 3) have enough hits known to Americans of all ages. It's been 15-20 years since pop culture hit the internet and shattered into a thousand different audiences. There may be no more Michael Jacksons, Whitneys, Madonnas, or even Britneys. And the aging megastars who are still around are just gonna get older and less relevant to the under 40 demographic.

Exactly r175, those megastars with mass appeal will be fewer. Big names have declined doing the Superbowl because its just not worth the time effort and resources, they can make a ton of money doing a show with their real fans instead.
Even in the last 10-15 years most of the shows are collaboration efforts with multiple artists performing hits. I know Usher will probably have guests like TLC , Lil Jon etc other artists from Atlanta with big hits

R183 Justin Bieber is on career hiatus. Ariana Grande is not a great live performer. Rihanna just did the gig (and people complained that it was boring). Taylor Swift is going to be on tour in Japan when the Super Bowl is happening.
Ed Sheeran’s got the hits but he just stands there and strums his guitar, not exactly a Super Bowl type of act. Are the rest of the people you listed comparable to Usher in terms of number of hits or how entertaining of a live performer they are? No. He’s gonna put on a good show, I don’t know why folks are objecting.

I could see Imagine Dragons doing the halftime show. They have enough hits and are very theatrical. Tears for Fears, Duran Duran, The Cure or some other 80s extravaganza could work too. They could sprinkle in some collaborations with some contemporary artists. Hopefully the halftime show won't become an I Heart Radio mini concert without any one headliner, but I can see them going that route one day.
