Chicago to house migrants in winterized tents in a barracks-like facility

Mayor Brandon Johnson has gone full steam ahead with a controversial plan for housing migrants--erecting camps with tents filled with cots and trailers for lavoratories and showers.

I think it's likely to discourage migrants from resettling in Chicago, which is likely to be his intention. I'm guessing it's only for single people because I can't image he will split up families.

He's being criticized by the alderman who heads up the committee in charge of migrant welfare who'd like to see him plow the money into rehabbing housing.

The one neighborhood that's been discussed as a site for camps doesn't want it. it's easy to imagine how these sites could deteriorate or give rise to problems.

I don't think he's an idiot. He did act very quickly and without public consensus.

The neighborhood is majority black, but has a sizable white population, so it is probably safe (as safe as any neighborhood, regardless of demographics, is these days in Chicago)—working/middle-class. More problematic (but predictable) is that it is far from the sections of Chicago where people can find jobs or communities. I’m sure that’s a deliberate strategy—accept them, but put them out of sight and make navigating the city as difficult as possible.

Never change, my hometown.

Over the weekend, a fight broke out near the 1,163-resident migrant shelter at the former Standard Club, 320 S. Plymouth Court, just the latest brawl to be caught on camera outside one of the high-population shelters downtown.

With the city buckling under the growing number of migrants — 12 buses carrying 560 more asylum hopefuls arrived this weekend — and no sign of the influx slowing down, tensions among migrants, residents and business owners are reaching a boiling point. The neighbors say they’ve witnessed frequent fights, loitering and other misconduct.

“I don’t think any of us care that there is a shelter there. It is the fact that there are zero attempts to control the situation and we don’t feel safe here,” said Brandon Vulpitta, the owner of Brando’s Speakeasy, a popular karaoke bar near the shelter on Plymouth Court. “Our clients don’t feel safe anymore.”

Most nights, large groups of migrants sit and stand while drinking at the park and harassing female passersby, a scene that he says discourages his patrons from visiting the restaurant, which is known for its location and its unique view of the city. The number of visitors at the restaurant, which is open from 4 p.m. to midnight daily, has drastically decreased, going from 400 to 500 on Thursdays and Fridays in the summer of 2022 to roughly 150 now.

R7, I'm not trying to elicit racist "send them back" posts. If that's what this thread produces, Muriel should delete it.

I don't know what to think about Johnson's approach to housing migrants, although the camps can be ready to accommodate people in a couple of weeks. Rehabbing housing will take months. If people don't have something to do or someplace to go during the day, of course, they're going to get into trouble.

by Anonymousreply 12September 27, 2023 7:12 AM

The city has to move quickly. It's about to get real cold here in Chicago. It sucks seeing these people in front of police stations but because they don't realize how freakin cold it's about to get. It's late September and the thermostat is about to drop. Hopefully, the feds give them temporary papers to work for they could get on their feet.

One of my best friends here in TX works for DHS and TX DPS - he mostly works on border issues. He’s brilliant: PhD from MIT, West Point, Rhodes Scholar, etc., and is politically liberal. We were having drinks a few weeks ago and I brought up the shitty optics (at a minimum) of the Rio Grande buoys with the razor wire. He agreed that it was the wrong thing to do (let me note that he has no control over that decision) but also shared that people are coming over in largely increasing waves and the TX border cities are really suffering. We basically ended the conversation agreeing that people shouldn’t die to cross over but that this was a pretty bad crisis that is getting worse.

Is there a strategy, besides shoring up Central American countries instead of trashing them the way we did back in the 70s and 80s? I don’t think anyone has a clue - even the highly educated people who’ve worked on the problem for years and years. It’s just tragic and overwhelming.

There is no other strategy that will work other than fixing the problem at the source. You don’t have to be a right winger to understand that these immigrants are not going to stop trying and they are going to be bringing with them a whole host of truly difficult very expensive issues to deal with.

No one wants to have an immigrant camp or an influx of immigrants living near them. Do a survey of those who live in BoysTown Chicago and ask how much they want to see an influx where they live..

Fixing the the problems at the source could take decades and trillions but it might actually work. Nothing else is going to work not even a friggin wall.

Border town NGOs are sending migrants to Chicago. From the Chicago Tribune:

Why can’t we send 1,000 people to Chicago?” asked Ruben García, director of Annunciation House, a migrant shelter in El Paso, Texas, where numbers of migrants are also soaring. “Obviously Chicago isn’t equipped, but we need to rise to the occasion. … We should be prepared for whatever comes our way.”

With resources strained in Texas, individuals such as Montilla are receiving all-expenses-paid tickets from the emergency departments in border cities — Del Rio, Eagle Pass, El Paso, Laredo, Brownsville, McAllen — to sanctuary cities. Catholic Charities in San Antonio are sending planes full of migrants to O’Hare International Airport.

Catholic Charities is how Joe and Kamala launder federal taxpayer money to fund filling America with migrants. So they can deny THEY are paying for it.

Catholic Charities uses about 89% of its revenue for program costs. Catholic Charities is listed as an Accredited Charity by the Better Business Bureau Wise Giving Alliance. In 2010, Catholic Charities had revenues of $4.7 billion, $2.9 billion of which came from the US government.

Montilla is just one of the hundreds of new migrants who have arrived in Chicago in the past week with an uncertain future, as the number of asylum-seekers has surpassed 15,000 with the arrival of 27 buses since Saturday, including seven on Wednesday. With the city running out of room to house them — as thousands sleep on police station floors and at airports awaiting shelter placement — Mayor Brandon Johnson on Wednesday defended his administration’s decision to contract with a private security firm to help place the new asylum-seekers in base camps before winter.

CHICAGO — A Venezuelan citizen living at a downtown migrant shelter was carrying nearly $2,000 cash when Chicago police arrested him for jumping a turnstile at the Lake Red Line station, according to his arrest report.

It happened as CPD Mass Transit officers were conducting a “platform check” at the station, 188 North State, on September 19.

Officers said they saw 𝘔𝘢𝘯𝘶𝘦𝘭 𝘐𝘣𝘢𝘳𝘳𝘢 𝘓𝘢𝘣𝘳𝘢𝘥𝘰𝘳, 28, hop the station turnstile, walk down to the platform, and board a Red Line train around 12:50 p.m.

After removing him from the train, the officers took him into custody for misdemeanor theft of services. They said he was carrying $1,863 cash. That’s enough to pay for 745 rides on the “L.”

It’s the second brush with Chicago police for Labrador, who listed a home address at the Standard Club migrant shelter, 320 South Plymouth. On May 25, he was cited for drinking on the public way outside the shelter. That charge was dropped in July.

CHICAGO — A Venezuelan migrant charged with robbing a Divvy bike worker in Lincoln Park was released from custody the next day to await trial, according to Chicago police and court records.

The Divvy employee reported the robbery by flagging down a Chicago police officer at State Parkway and North Boulevard around 5:45 p.m. last Thursday. He told cops that he was placing Divvy bikes into a rack when Anthony De Jesus Bautista, 22, asked to use one, according to a CPD report.

When the Divvy employee explained that Bautista had to pay to use the bikes, Bautista shoved the worker to the ground, and an accomplice took a Divvy bike and rode away toward the lake, the report said.

His arrest report listed the Standard Club migrant shelter at 320 South Plymouth as his home address.

Prosecutors did not ask Judge David Kelly to hold Bautista as either a flight risk or a public safety threat.

A pound of crystal meth was recovered by police in a room at a Staten Island hotel that has been converted into emergency housing for migrants, according to sources.

The drugs, which were stuffed inside a black bag, were first spotted by a worker at the Ramada Inn on North Gannon Avenue around 9:30 p.m. Wednesday, law enforcement sources told The Post.

An asylum seeker had resided in the room where the meth was located, sources said, but no one was there at the time of the discovery.

Police are investigating how the drugs ended up at the hotel and who brought them there.

The hotel was turned into a 35-unit shelter to house incoming migrants on May 4, according to local politicians who decried the transformation.

“So long as the City is forced to continue spending taxpayer dollars to harbor illegal immigrants while cutting services for our own citizens in need, there is no light at the end of the tunnel,” Borough President Vito Fossella and Rep. Nicole Malliotakis said in a joint statement at the time.

Local officials usually welcome money from the state, but recent grants to Chicago suburbs to address an influx of migrants met with some backlash, highlighting how controversial the issue has become.

In Joliet, news that the local township would get nearly $9 million to handle incoming migrants prompted immediate opposition from city officials and some residents. Mayor Terry D’Arcy asked township officials to withdraw the grant application.

“If the township accepts this grant and individuals arrive in our city,” the mayor said, “it will be a tremendous strain, overtaxing our existing infrastructure, impacting our Joliet school system social services, public and private health resources, and public safety.”

State officials recently gave $11 million in grants to five suburban and downstate governments to help accommodate arriving migrants and $30 million for Chicago. Debate over the grants reflects mixed feelings over how to handle the issue.

In Chicago, all public schools are full of non English speakers. The ones who speak English aren’t taught much. ALL of the efforts go to the non English speakers. The classes are ALL “ English as a second language.” Telling kids to shut up is the lesson mostly. This is terrible.

by Anonymousreply 58October 6, 2023 12:57 PM

R58

It’s not just the lack of English that takes up so much teacher time. It’s the fact that so many of these young kids are deeply damaged. Acting out and significant behavioral problems become expected and normal. And those issues can dominate the class room.

The NYT takes notice of Chicago's situation.

The crisis has caused clashes in the Chicago City Council, whose members have fought over how much to spend on the asylum seekers amid other pressing priorities in the city of 2.7 million people.

“It’s a logistical nightmare,” said Andre Vasquez, the chairman of the city’s Committee on Immigrant and Refugee Rights. “You’re going to see more people on the street figuring out a way to survive.”

Gov. J.B. Pritzker of Illinois, a Democrat, has offered resources and financial support from the state. Since August 2022, his administration has allocated $328 million in aid, according to a spokeswoman.

But it is not nearly enough, city officials say. Chicago leaders signed a $29 million contract last month that calls for the sheltering of migrants in winterized tents. And the overall cost of housing and feeding the migrants is skyrocketing: The city is expected to spend at least $345 million in less than a year and a half, according to city officials. (The Chicago Public Schools, for comparison, have an annual budget of more than $9 billion.)

Mr. Pritzker, in a letter to President Biden this week, said that more aid from the federal government was urgently needed.

Currently, more than 10,000 migrants are in shelters, according to city data. Close to 3,200 are staying at police stations and airports.

Volunteers have worked to help the asylum seekers in the spirit of Chicago’s tradition as a sanctuary city for immigrants. But in some neighborhoods, there has been growing resistance. Public meetings to discuss opening shelters have turned into shouting matches, with residents accusing city officials of prioritizing the needs of new arrivals over longtime Chicagoans.

And I disagree that they are truly "well meaning." For so many, it's about soothing their consciences and reminding themselves and their social circle of what a truly good person they are.

Any wealthy person who truly, passionately feels that this country should be open to everyone in the world, with no restrictions or vetting for criminal history or diseases, should be putting up as many families as they can on their own dime, with their own resources, on their own property.

A Venezuelan migrant living at the Central (1st) District Police station managed to get arrested on his first day in Chicago, according to a CPD report documenting the incident.

Tarra-Gic told officers he “arrived in the city yesterday from El Paso.”

-------------------------

Chicago cops responded to the Gage Park migrant shelter on the evening of October 5 to handle “a crowd of people… rioting and surrounding the staff,” said a CPD arrest report for Maria Nunez, 28.

Staff members told the cops that “everyone was fighting” because the staff told someone they had to move to a different shelter, the report said.

What happened next? Let’s go to the videotape:

Somewhere in all that, police say, Nunez pushed a cop and hit the officer in the chin. Nunez “hid behind other individuals in the crowd” to avoid being arrested, and the crowd itself “began to push and use their bodies to prevent police from arresting Nunez, the report said.

The cops eventually took her into custody. She’s charged with felony resisting and felony aggravated battery of a police officer.

Judge Ankur Srivastava released her to await trial.

Jesus Marval Segura, a 21-year-old Venezuelan who currently lives at the Wentworth (2nd) District police station but previously lived at the Standard Club migrant shelter in the Loop, got caught jumping the turnstile at the Grand Red Line station, police say.

Officers arrested Segura because he had an outstanding warrant for failing to appear in court for a pending matter.

Those charges were filed on September 22 after Rosemont police arrested Segura at the Fashion Outlets of Chicago for allegedly stealing merchandise worth $415 from the Tommy Hilfiger store.

When police arrested him, he possessed a fraudulent U.S. Permanent Resident Card and a fraudulent Social Security Card, according to prosecutors, who charged him with felony possession of fraudulent identification and misdemeanor retail theft.

Judge Mary Marubio released him the next day, but he failed to show up for his first court date three days later, and a judge put out a warrant. He was released again yesterday.

Winter will bring a real blast of hospitality. Welcome to the USA. Things must be really bad at home because this host country plans on taxing the shit out of these people. They will realize their new role soon enough. Venezuela etc. will start looking better soon enough.

I have such concern in my heart for the 19-year-old Venezuelan woman who gives birth in Chicago and then must wait in line to get her kid his SS card and passport but is entitled to 200. a month with the kid's SNAP card. She's upset because her parents can't see her newborn.

I know these articles are supposed to create sympathy for migrants but that's not what's happening.

If you read this and feel differently, please enlighten me. I'd like to feel differently and not look on them as scammers who don't deserve asylum status.

Dry your tears.

Now that she has an anchor baby she can get enough benefits to send her parents bus fare to the border. Then they can get free transport north and lots of other free stuff.

Happy ending for all.

More migrant violence

Chicago police are on the lookout for a newly arrived Venezuelan migrant who is suspected of stabbing another migrant during an argument at a Logan Square laundromat on Sunday afternoon.

A bulletin circulated throughout CPD on Monday said a 25-year-old female migrant from Venezuela was seriously injured when a man stabbed her at Bubbleland, 2249 North Milwaukee, around 6 p.m. The incident is believed to be domestic in nature, the bulletin said.

The woman and a 32-year-old man, also a recent arrival from Venezuela, got into an argument, and the man pulled out a knife, stabbing her several times, police are being told.

The bulletin said that the woman has been living at O’Hare, and the man may be staying with a friend in the 11000 block of South Princeton, at O’Hare, or in any of the 22 CPD district stations that are housing migrants.

Police were told the suspect is about 6 feet tall with short black hair. He is missing two front teeth, has a fresh cut above his right eyebrow, an old cut on his left arm, and a tattoo of a woman on his left upper back.

Chicago newspaper documents cost overruns to staffing agency that is racking up millions in overtime pay.

"In one week in early February, the city was billed nearly $460,000 for 50 Favorite Staffing workers at one shelter: a former elementary school in Woodlawn. Of the 50 staffers, 36 listed they worked all seven days that week and 12 hours each day. A third of that shelter’s workers were listed as security guards. Every one of those 13 guards logged at least 20 hours of overtime that week. Most logged 44 hours of overtime, on top of the regular 40 hours that week. That meant the city spent roughly $18,000 a day for security at the shelter — about $11,000 of it for just overtime."

A federal judge on Monday ordered the Biden administration to stop cutting razor wire on fences along the southern border in Texas meant to stop illegal migrant crossings.

Judge Alia Moses of the U.S. District Court for the Western District of Texas on Monday ordered the Department of Homeland Security (DHS) to stop "disassembling, degrading, tampering" miles of razor wire running along the Rio Grande near Eagle Pass.

The temporary order is a result of a lawsuit brought by Texas Attorney General Ken Paxton, arguing that federal officials said they had the authority to destroy state property "to allow [illegal] aliens to enter & be processed."

The problem is that the US is taking on a huge influx of migrants without any plan on how to deal with them, and no support. In Germany, they at least tried to help some of the migrants assimilate, learn German, etc. and find housing.

Putting poor, desperate people into one area or one building en masse will work about as well as it did pushing all the poor black people into the projects....which is to say NOT AT ALL.

Chicago reportedly had snow today. It needs to charter buses and buy plane tickets for people who want a warmer climate. The city should give notice of incoming migrants to the communities where they're relocating. That should happen after the bus or plane is on route.

I recommend Alabama, Arkansas, North and South Carolina, Georgia, Virginia and West Virginia, Florida, Mississippi, Missouri, Oklahoma, Tennessee, Chicago police stations and libraries should have brochures on these states available to migrants.

It's sort of cold here in Chicago. But this is nothing compared to how bone chilling cold it gets here in Chicago. The Venezuelans looked all happy and I was happy for them too, frolicking about by the Loop, in front of police stations, or just randomly pop out. But in the back of my mind the thought of the frightening Chicago Winter exposed to the elements would have them wishing they stayed with Hugo Chavez - yeah, I know he's dead but just go along lol. My house is closing next week, and for the first time ever I'm thinking of moving to a warmer climate down south. A poster up thread has a good idea with sending migrants to a city that is located where there's warmer temperatures. They are gonna catch pneumonias being out here so long..... Apparently the Venezuelans like Macy's. Second pair of loser immigrants stealing from the same store in as many weeks.

A new National Retail Federation study finds that Chicago now ranks among the worst cities in the country for retail thefts at a time when robberies have also skyrocketed across the region.

With retail theft numbers in big cities from Los Angeles to New York and Atlanta on the upswing, researchers say that retail crime is now sharply on the rise across the country, costing businesses that took part in the Retail Security Survey upwards of $112 billion in losses in 2022. Most of that comes in the area of external thefts, which include merchandise lifted by organized theft rings.

“We’re not surprised. We’ve been focused on the trend in Chicago for quite some time,” Illinois Retail Merchants Association CEO Rob Karr told The Center Square. “I think in part what’s fueling it is that there is a practice and a message that it’s not taken seriously here in Chicago, that retail theft is not a serious crime, and it is a victimless crime, both of which are complete falsehoods.”

On the robbery front, a recent WBEZ analysis of the city’s Violence Reduction Dashboard finds that reported victimizations across the city are at a six-year high and up 43% compared to the same time last year.

Some migrants are going back to Venezuela because Chicago disappointed them. Catholic Charities of Ilinois has bought 2,000 bus tickets to leave the state.

"Castejon said that despite the dangerous trek to get here — often begging for money and sleeping in the streets to cross several borders — the journey had not been worth it."

"The family was first taken to the 1st District police station where they stayed for a couple weeks before getting transferred to Wright College with hundreds of other asylum-seekers. The family lived there for about a month before moving into a house with another migrant who was renting an apartment through a city voucher program that offers up to $15,000 for up to six months of rental assistance.

But when rental assistance vanished, neither could afford rent, so they were once again homeless, the father said.

They eventually met someone who offered to rent them an apartment for $750. They managed to afford it because Castejon had found a job in construction, where he was getting paid in cash. But the work was heavy and the pay was not enough, he said, so he left."

Enjoy Caracas.

I’ve known a lot Filipinos who’ve moved to North America and ended up in cold cities and it sounds like it was hell for them but they adjusted. They’d wear like four layers in the winter and one woman told me she’s gotten used to never being warm. Of course they were t living in tents so things were easier for them.I don’t think anybody who’s leave because of winter is that desperate to change their circumstances. I don’t know if some of the people who’ve come aren’t as desperate as others .
