What's "LoL! :)" supposed to mean?

I can't be alone in noticing this. Is it supposed to be funny? I see it all the time on here, as a reply to someone who says lol or LOL. Perhaps it has some amusing explanation but I have never understood why posters (assuming there's more than one, which may be overly generous) use it.

This is about a very particular way of [italic]writing[/italic] LOL/lol, which is capital L, lower-case o, capital L, exclamation mark, smiley face. This way of writing it is often posted as a response to someone who has written LOL or lol.

written communication has become totally informal and like casual speech. the abbreviation is used in lieu of laughter - because peers now text each other more than they speak they developed ways of emoting. Oh JFC it means you think something is so funny that you actually chuckled. I used to feel like a hypocrite using it because most the time I didn't actually LAUGH OUT LOUD. So I restricted my use of it to when I really emitted some sound of mirth while reading something online.

I think it's jaded now from overuse to show humorous approval and not necessarily real laughter.
