Today at work two women were arguing and one snatched the others wig. She was humiliated and ran away crying. It got serious and she contacted hr saying she was assaulted. I thought she was over reacting

Under the law it is an assault. However, it is highly unlikely that any DA would bother to prosecute this without more.
