I don't think she's ugly, just particularly unusual looking with an unfortunate expression on her face most of the time, maybe bad lip injections? Her upper lip doesn't seem to move. In the celebrity world, these girls stand out for not being gorgeous, but they're not as ugly or annoying as Tori Spelling or Lourdes Leon.

Bruce has a noticeably huge distance between his nose and upper lip, and that hasn't helped his daughters either. Rumer's features seem too small for her face, her ears too high.
