Why do you think that’s vitiligo? It seems to be localized to the armpits and crotch, so I suspect it’s tinea versicolor (a fungal infection).

I don’t know who this is & didn’t see evidence of it from the pics here, but looking at other pics, he has white spots on his legs & thighs, along with his butthole, & it does look like vitiligo, which white people can get.
