She sounds actually good when she's actually singing the notes. Why was she directed to speak a lot of this?

I doubt she was directed that way, R2. It was her interpretation -based, I suspect, on fear/lack of confidence in her singing. She knew she could act the song, but she didn't trust herself to actually sing it. The song really requires a strong belt and a big finish that she wasn't vocally up to, so she chose a different interpretation. She was brave and committed to it -but it wasn't a wise choice. If you can't really do a song, pick another.
