Yes, but not as some mystical force of justice.
Rather, it's the spiritual version of "lie down with dogs; wake up with fleas."
If you treat people poorly, the only people who will surround you are people whose moral compass points the same direction as yours - people who don't view your bad behavior as particularly bad. Eventually, what you've been dishing out will be dished back by someone in your orbit.
In turn, if you treat people well, people are more likely to be there and help you when you need it - notice I said "more likely" not guaranteed or definitely.

No such thing as karma, OP. Everything is random. Trump still thrives. Steve Irwin died at 44. Jack Nicholson is still hanging on. Brad Renfro died young. Jane Fonda is 85. Princess Diana died at 36.
What's the point? There's no such thing as karma. People sometimes die young, other people live to be over 100. Teens get bone cancer, toddlers get murdered, murders get by with it. Everything's random, sadly.

I don’t think it exists for the very reason you mentioned, OP. Sure, some bad people get their comeuppance, but many never do. While good people struggle through life.

Karma is a personal belief system which you can pretty much only apply to yourself.
You did something bad (to someone else) and something bad happens to you, which you feel is punishment for the bad you did? That's karma.
The moment you try to apply it to others your failure-to-detect rate goes way down, because you are not around them 24/7 and don't know what they would consider proper punishment.
Karma is us subconsciously choosing a path where we get punished for something we believe was bad.
