They got off on a technicality. They also considered that Stephen was not only Mad's scheduler but also his disability caregiver - which is why they looked past Stephen living in his house.

And Stephen was already Maddie's primary support even before Mads ran for office. So it's not like he was a nepotism hire or anything. Stephen started caring for Mads after he graduated college and cheer career.
