Who Decides If Porn Actor's Real Name Is Disclosed After A Felony Crime?
I am not from the US so the criminal or judicial system doesn't always make sense to me. For example, porn star Dane is facing a felony charge for leaving the scene of a deadly car accident in September in which someone died, and his real name is not disclosed. That case is in Florida. However, porn star Kurt Wild is also facing a serious felony charge of child rape, and that case is in Texas.
I don't think the real name should be disclosed unless/until someone has been found guilty, but maybe it's up to the judge? The attorney's choice? But if Kurt's real name is disclosed, why isn't Dane's?

People are charge with crimes using their real name, never any alias. It is the press that decides whether to link a real name to an alias.

The reporting venue decides, OP.
Most arrests are public record. that's how reporters find out. So, if the blog or news site wants do NOT include the legal name that's up to them. And of course they already know the porn persons legal name, how else could the reporter know the porn person'd been arrested.

OP, when it comes to the site you linked, the law has no basis for the site owner’s whims. If he dislikes someone or finds their crimes particularly egregious, he’ll report their real names (Kurt Wild, Sergeant Miles, Michael Lucas, anyone convicted of murder).
If someone is arrested or charged with a crime and they’re from a site with which the owner has friendly relations (for example CorbinFisher), they’ll report the story but not release the defendant’s name.
It was hilarious during the Teofil Brank/Jarek extortion trial (which involved SeanCody models)…the self-righteous POS behind Str8UpGayPorn actually broke the story and refused to release anyone’s name. However, once the national media picked up the story and started taking away readers by providing facts (including names), he changed his tune.

R23 sounds like another Sebastian Young. He allegedly raped his own young daughter and gave her some kind of sexually transmitted disease. There is no possibility of redeeming oneself after such acts of terrorism, and he ultimately died full of police bullets. I can't imagine how such monsters are made, but some people are entirely irredeemable from the acts they commit.
