Mary Jo did not drown. She suffocated in the car's air pocket while Ted skulked past homes close to the bridge from where he could have called rescue personnel.
Driving off the bridge was an accident. Allowing her to die breath by breath while he consulted his attorney and advisors turned it into murder. Had I been one of Mary Jo's parents there is no check the Kennedys could have written nor threat they could have made that would have silenced me.

Back in 2018, People magazine released a podcast about Chappaquiddick called Cover-Up. The journalist did look into different theories. One theory that has gone around for years is that Mary Jo's fellow Boiler Room girl Rosemary Keough was in the front seat with Ted and Mary Jo was drunk in the backseat.

I got chatting to a tour guide on Martha's Vineyard in 2019. Apparently the local scuttlebutt was Ted had been having an affair with a senator's wife and they had snuck off for some sexy time, Meanwhile, unknown to Ted, Mary Jo was sleeping drunk on the backseat. When the accident happened Ted and the Senator's wife got out and then he concentrated on getting her out of the picture, to avoid a scandal.
By the time anyone realised Mary Jo was in the car, she'd been long dead and there was no way Kennedy could explain what had happened.
I can't say if the rumour was true, but it kinda made sense.

Whenever I see Ted Kennedy's name, hear about the Kennedy's - meaning JFK, RFK, that whole "Camelot" period, I think of my mother.
She hated Ted - she believed he was responsible for Mary Jo's death and that he wasn't arrested, tried, convicted of her death because he was a Kennedy. She believed he was an abuser and Joan was the victim.
Of course, this was back in the 70s and her feelings were not common - much of the MSM were still bemoaning the death of JFK and RFK and repeating the mantra that America had lost so much because of the two assassinations.
Man, she was adamant that Ted was just an awful person and that the Kennedy's were routinely given a pass for their bad behavior by the media.

Kennedy could not, would not do it. He realized what Carter was doing, and stayed where he was, a few paces away from the podium. He realized that Kennedy had not come with him, and looked over his left shoulder. The announcers expected Kennedy to give the president what he wanted. “There it is, there’s the moment,” Reynolds said. “Let’s see if we—there it is.” Kennedy stepped forward and shook Carter’s hand, but he did not raise it, and his expression remained an almost somber one. His mouth remained closed, he let go of Carter’s hand, and then he raised his hand again to the crowd. “What we are still lacking,” Koppel said, “is that classical political photograph of the two men arm in arm, holding their hands up together.”
Kennedy shook Carter’s hand again, then he moved past him like he was at a rally and the president was just another nobody on the rope line waiting to shake his hand. He shook hands with Joan Mondale and a few other people behind Carter. The president continued applauding, and then turned back to the microphone, standing at the podium alone. IIRC, it was about a mile. In the podcast, it's mentioned that Mary Jo wasn't a huge a Ted Kennedy, she had worked on Bobby's campaign and liked Bobby a lot. In the podcast, it was mentioned that after Bobby's death, Ethel Kennedy offered Mary Jo a job to be a governess for her 11 kids. Mary Jo had no interest in it and turned her down. Mary Jo also was dating some guy in the military around the time of her death. Below is a link to the podcast, I might have gotten some details wrong as it's been a few years since I listened to it. I think I'll probably do a re-listen soon because I work from home and mostly listen to podcasts or audiobooks if I'm not in meetings. I liked the podcast, but the one thing I didn't like was there a bit too much focus on Leo Damore who wrote the book Senatorial Privilege. Damore relied heavily on info from Joe Gargan. I always got the sense that Gargan probably didn't reveal everything to Damore.

John Farrar, the fire rescue captain who retrieved the body on July 19, testified he believed that Kopechne stayed alive for up to half an hour in an air pocket, and ultimately suffocated in the submerged vehicle. A petition to exhume the body for autopsy was denied by a Pennsylvania court.
