I have Ground Chicken in the freezer I bought almost a year ago that I never opened or cooked. I actually forgot it was there and cook everything around it.
Is it still good to cook if I defrost it?

Yes, if it hasn't thawed in the meantime. It may not taste like it did when you put it in, but it won't harm you.

There are official expiry dates depending on the kind of meat but if you are just serving yourself it's totally fine after a year.

I agree with R1. Over time, texture will deteriorate and taste will fade -- the changes happen gradually and the length of time depends on how well it was wrapped. But germs won't be introduced if it stays frozen the whole time.

How was it packaged, OP? Vacuum sealed? Maybe defrost, cut off a small piece, cook it, then taste. IMO, as long as there's no freezer burn, it should be OK.
