George Bush wanted the have some sort of border ID program, which would have at least controlled some of the flow coming in across the border. The government would also know just who the hell was walking into the country. Someone undocumented could kill someone and leave or even being on a terrorist watch list. There are plenty of reasons to be pro-immigration while being anti-illegal immigration at the same time. Illegal immigration opens up innocent people to human trafficking as they have no record and can be blackmailed into the sex trade.
