OP -- "They" (The Association) didn't write the song.
A woman named Ruthann Friedman wrote the song. She originally said that it was written about a man. This is explained in the wiki article. And apparently, it is known that the band changed it to be about a woman. Some time later, she seemed to realize it was about herself?
She was living with David Crosby at the time, so yeah, drugs could have been involved, R9.

You are quite wrong R37. This song was about the bands life changing encounter with Wundy. "Who's trippin' down the streets of the city" is alleged to have been written as "who's tricking down the street at San B? However, a lot was lost when it had to be changed for radio airplay. Most Wundy scholars will agree however the verse "Who's callin' girls fabu and pretti?, Using a voice that's lighter than air! Who's bendin' down to give me a great bow! Everyone knows it's Wundy!" was the band's original lyrics.
