When it’s hot out especially if I have to be in the sun I get very itchy. I almost get a rash too. I wear mineral sunscreen because the chemical stuff irritates my skin even more. I feel like I can barely function during the height of the summer. Is it possible to have a sun or heat allergy?

Yes, definitely to a heat allergy.
People used to die from heat stroke a century ago.

I thought I was allergic to Coppertone Sun Lotion. But I later realised that I may have been lying on itchy Paspalum grass.

I used to work nights so it was easy to avoid the sunlight for years. I try to plan my way around not being it but sometimes I can’t help it. It’s the only time I miss existing at night.
