Why is it there?

Arse as in parsley.

There is a useful Scottish expression, “your arse in parsley”, meaning you are talking rubbish. I always imagine a big bum on a platter, with a garnish.

If it makes you feel any better, OP, it almost certainly WAS pronounced "ass" in Britain in Shakespeare's day, at least by lower classes and various regions. The whole thing with Bottom and the ass's head in Midsummer Night's Dream is one long joke about this.

If you're asking how 'arse' is pronounced in RP English, OP, RP English is a non-rhotic dialect, so the 'r' is usually not articulated and is there to indicate how the preceding vowel is to be pronounced. This is not the case in other dialects of BrE, such as those spoken in the South West.

This ancient (2008) blog post says that the R is not pronounced in most dialects and accents, including RP, and hasn't been for a very long time. Doesn't Eliza say "arse" with an R in My Fair Lady?
