O'Hara would be approached differently today. She wouldn't be the heroine in her own story. It would be more of an ensemble that would relay various perspectives. Ronan would be an appropriate choice. Anya Taylor-Joy and Florence Pugh would be strong choices as well. Elle Fanning would also work for those who would clutch their pearls at the idea of a non-American playing the iconic character.

Vivian Leigh was stunning. Her nose, her cheekbones, her jawline, her eyes, her small pout. And she was an incredible actress.
None of these actresses come close in beauty or talent.
Florence Pugh looks like a kindergarten teacher to me. She’s got a moon face and absolutely no stand out features. She looks even worse as a brunette which is why she stays blonde mostly.

Olivia Holt... in a modernized and sanitized musical version for hulu, no doubt.
Thomasin McKenzie - has the aesthetics for period pieces... and could likely pull it off with a proper dialect coach.
Camila Morrone.... also could fit the aesthetic but has a crack baby voice.
Sophia Lillis... would be an interesting choice but very subdued energy.
Ariela Barer.... needs an acting coach.

I agree with those saying no one today could do it, due to lack of beauty, talent, and "it" factor. All but one of the women who originally auditioned were lacking in the same areas. Everytime I think about it, or watch the film, I'm so relieved and grateful that the casting of Scarlett ultimately happened the way it did. Especially after seeing the screentests of the other actresses who were considered.
And as amatuerish as Paulette Goddard was, she was quite close for a bit at one point. This could've easily been just another largely-forgotton film from the 1930s (even despite the soaring popularity of the book at the time) but Leigh WAS Scarlett, and Selznick (who worked tirelessly on every conceivable detail of the production) knew it, and cast her. It may have been the single greatest decision of his career.
