Actual news sites have been stating that they can not verify who it is, as it was filed under Puerto Rico law. Yes they do. All the judge has to do is somewhat believe the person requesting the order. And, depending on how urgent that judge thinks the situation is, (s)he may grant a temporary restraining order to keep the person away from the believed danger. Then everything gets sorted out in the hearing.

I live in Puerto Rico, and I have just as recently as two months ago witnessed one of my tenants file a restraining order against another one of my tenants (just because they were arguing) , and she got it granted on very little evidence - just based on the affected tenant telling the judge that she felt in danger. They tried to get me involved but I bowed out because I thought it was much ado about nothing. Eventually the whole thing got dropped off because it wasn’t pushed any further in the hearing.
