I understand Turley's question, but my guess is that Trump had been unstable off and on for quite some time at that point, and there was a rule, perhaps an unofficial rule, to ignore him when he got crazy and wanted to do something dangerous. That drive-by stuff he did when he was sick to death with COVID, for instance, was probably an example of the Secret Service saying, fine, let him have this one. There were surely other times when they just flatly told him no, he couldn't do something, because it wasn't safe.
