It can also take years to decades to get indian affairs to take interest in a case.. wnd usually because things are kept below standards, any evidence collected is contaminated, records get lost or misplaced and memories fade or socially damaging campaigns take root.

Cases like those leave victims not seeing the point of taking any formal action at all... there's more costs, risks, than benefits.
