They may have lobbied on their own, but lobbying, however, almost always requires a delegation, because otherwise a politician won't bother to meet with an individual. It's known that a good number of dysphoric kids can outgrow this with puberty, and the kind of healthcare that would be most beneficial is psychologist therapy, mental health support, as well as a healthy family and school environment.

But the trans lobby has tried their darndest to brand mental health care for any and all cases of gender dysphoria as 'conversion therapy'. They want only one type - medical and surgical intervention that leads to transitioning. And they want to ban parents from having any say in this. That's not caring for and having the best interests of the children at heart.
