Louis is the third kid in the mob, the youngest. His parents are going to indulge his behavior far more because they have become more experienced raising children, and they are tired from supervising the first two. Louis is also the inconsequential of the trio. George is the heir, Charlotte is the spare. Louis has no dynastic purpose and his behavior is therefore far less of an issue. So if he wants to act in public like a typical 4 year old boy, Kate will be more than happy to chivvy him along. Because in the dynastic scheme of things, his behavior is not important. If it does eventuate that he has autism or ADHD or some other neurological anomaly, he will simply be kept from those public situations that will trigger his adverse reactions.
