I have a Panasonic Arc 5, and it works great. I have sensitive skin, and it doesn't bother me. It does shave very close for an electric. If feels close as a blade on my face, a little less so on my neck where the hair grows every which way. Still close enough to not be visible.
I am blonde, and my beard is mostly white, so YMMV.

I've had a few of these things. My hair is tough and wiry and is hard work for them. The Philishave rotary head ones are OK but dont shave that close and the blades wear out in months. I had a Braun Wet and Dry oscillating head foil one which was good, shaved closer but it was noisy and the foils need replacement periodically too. The battery died in it after 3-4 years. I now have a Panasonic ES-LV9Q 5 blade one, (looks quite similar to the Arc 5 R1 has) expensive and top of their line, which is really good, shaves closer and better than anything else I've used. I use Shaver Guard spray lubricant on the heads every few days, extends the life of the blades, I've got almost two years out of the original ones, they're now due for replacement which wont be cheap but worth it.
You tend to get what your pay for with shavers. The Panasonic wasnt cheap but does a better job than anything else I've tried
