His hair isn't curly in his most recent pics, so unless he spends time straightening his hair now, he had a perm in "Carrie".

Got to meet him and he was very cute. It's my favorite movie and I have met the entire cast, from Spacek, Travolta to Edie McClurg. It's like a sports fan getting to meet his whole favorite team.

Natural. In the '70s, guys grew their hair out and didn't style/straighten it to make it look "acceptable." Katt was also a surf bum in those days, and the salt air made any natural curliness even moreso.
You can see at R2 that even when it was short, his hair still was a bit curly in the '80s. If it's straight now it doesn't mean he got perms back then, because everybody's hair changes by the time they're in their seventies.
