Attendance is still being somewhat limited this year, as they are apparently redesigning parts of the Dolby Theatre for the ceremony to make it not as crowded.

I have a feeling the fact WSS was a movie Disney inherited from the Fox acquisition is an element here. As in there's little Disney executive enthusiasm for WSS (which would explain how they messed up the release) and also why they weren't all that bothered about making sure Zegler could attend. Whereas if it was a Disney movie proper, there'd be an exec fighting for it and making sure there was a big WSS contingent at the Oscars, etc.
