Gyllenhaal "movie star" movies (like The Prince of Persia) were bad and didn't play to his strengths, and I don't think Gosling was ever interested in being a movie star.

You need to be both talented and strategic/hustling to be a movie star. Think of Tom Cruise, who pursued this single-mindedly until thrown off course by Scientology.
Neither Gosling nor Toothy Tile wanted that level of fame more than they wanted other things—privacy, artistic respect, what have you. You could feel their heart wasn’t in it, they weren’t willing to live their lives to court the public (which to me seems like a healthy thing).
The opposite of this is Ryan Reynolds, who wants it very, very, very badly but isn’t as talented. But he’s strived for it so long and so hard that he might get it anyways.

Movie stars do not exist anymore. There are merely actors who appear in movies. Spider-Man, Batman and their ilk are the real movie stars of today. Actors like Gyllenhaal and Gosling are starting in Nextflix features now, because it really doesn’t make a difference anymore.

Ryan Gosling was a movie star.
La La Land, Blade Runner 2049 (which was kind of a flop but not critically), Crazy, Stupid Love, The Big Short, and The Notebook saw to that.
Jake was up there with Brokeback Mountain but he was never on his level. He has always done better doing "a step away" from "mainstream" films like Zodiac (critically acclaimed but couldn't beat "Wild Hogs" at the box office) and Nightcrawler.
However, I'd argue there are no true classical movie stars these days. The kind of person who could open up successful film after film based on their name alone. It's more about the concept or franchise than anything.

But were they seeing, "The Fast and the Furious" films for him or because it was a franchise you could stick anyone in? For me it has to do with neither of these two have the acting chops to disappear into a role so the other route for them is to be actors who have personality that infuses their characters with something that makes you want to watch them like a Jimmy Stewart, Tom Hanks or Jack Nicholson (to name only a few). Gosling doesn't have that kind of charisma and neither does Gyllenhaal, just a regular guy vibe that is nice but not compelling and certainly does not carry real star power.
These two are decent indy quality talent, nothing wrong with that.
