Regenix itself says they can't grow hair on a bare spot.
It is possible he didn't get transplants as Rogaine totally works for some people. Tho many don't want to have to keep applying if every day for life so they opt for transplants. Billy Eichner says he didn't get transplants but uses a combo of Rogaine and Propecia.
In OPs linked article, McConaughey says:

Yeah, dude. That's how Rogaine works, it's a "topical ointment" - tho you don't need to rub in in for 10 minutes but whatever get's you thru the day.

I went to the Regenix office in LA in the late ‘90s. While I was waiting for my appointment I noticed a patient file for Jeremy Piven sitting on the desk. BTW, the stuff they put on my head burned like hell and would make my scalp red. Did it for a year and gave up. My hair is still mostly there…not sure if it helped.
