It’s a People Magazine approach to politics. Most opinion writers for major newspapers are unfortunately hacks, but she is near the bottom. Paul Krugman, for example, has become something of a hack, but you can at least expect him to explain why a particular economic policy makes sense. If you want a discussion of whether Kamala Harris’s dancing makes her look unserious, Noonan is the columnist you should turn to.

If you know the history of deinstitutionalization then you'd know that by this time the mental hospitals were already destroyed. What Reagan did was turn funding for community based mental health into block grants. The actual destruction of the mental health system began well before Reagan.
