Every time I encounter someone, male or female with over plucked brows, I know to keep them at a distance. They are always the type to lack self control, and are way too impulsive. The brows give them away, they couldn't stop themselves from plucking!

They're not only trimmed and arched; they're painted on.
I pluck my eyebrow in the middle so that I will have eyebrowS, and I trim them because if left wild, they'd be Andy Rooney eyebrows. But that's the extent of it.

So there is this trend demonstrated in OP’s photo, where men over-groom their skin so that the ‘glow’ they achieve is actually inflammation. And that dewy look is such a turn off. It looks like sweat and skin oil, no matter what method they used to achieve it.

Get rid of unibrow - sure. Trim them if they're long enough to braid. But, if you're going that far, you've gone too far.

I always found young Ian Somerhalder to be spellbindingly beautiful, and his eyebrows had everything to do with it. If they had been shaped 'perfectly,' he would not have had the appeal he had.

There are gay men who are attracted to men and therefore like to look like men because they think that is attractive, and then there are gay men who believe beauty is an objective set of measures that can be pursued through effort. Those measures are all standardized and all-purpose without regard to individuality.
First is the 'perfect' gym body, with perfect meaning a bodybuilder set of defined muscles. ('Don't skip leg day!!')
Then there is flawless skin, the hallmark of beauty, and so any little blemish or line can be ironed out with botulism toxin, hyaluronic acid injections and makeup.
Then there's the small Northwestern European slightly upturned nose.
Now there's the huge plumped up lips.
The 'perfect' set of false teeth that are unnaturally marshmallow white.
The 'perfectly' drawn-on eyebrows that do not show a single hair but rather a sharply painted solid mass of black.
And these things aren't just seen as objective qualities that people are lucky to have; they are seen as things a person has to have in order to be valued. There's shame associated with not having them.
It makes me very sad. The US (and some other cultures) is really self-loathing and the things we loathe about ourselves tend to be normal and natural qualities. It's very weird that many—mostly women, gay men and young people overall—try to be perfect mannequins. It has now gotten to the point at which people replace mirrors with phones and apply filters that 'fix their flaws' (e.g., make them look like different people and erase their individuality) and they have no idea what they actually look like.
