I think Monroe's career was too brief to qualify. Taylor had longevity and, even though she was not the greatest actress and made some stinkers, she was indeed the Earth Mother and we are all flops!!!

Liz Taylor easily. But where is Garbo, OP ? She probably saw the highest peaks of stardom than probably anyone else. She was virtually treated as a deity.
