From concerts even from a fews months ago, she sounded just fine. So maybe she was just having some temporary voice issues.
Some people are speculating she was drunk or high. She's been battling the bulge on and off for years now though, so I don't know if its booze bloat or not.

Holy hell. I saw Tiffany about 5 years ago at one of those 80s festivals at the Queen Mary and she looked bad, but definitely not this bad, although she did have a handler guiding her around the backstage area.
Debbie Gibson was there too (they both performed). She looked great and full of personality during the few minutes I spoke to her. Gibson wore a spangly, form-fitting mini dress with high heels. Tiffany wore a black, calf-length dress with a black shawl.
Gibson had back-up dancers and worked the entire stage. Tiffany just stood at the mic and sang to a backing track. (Not as bad as this though.) The two couldn’t be any more different that day.

I saw her a month ago and she didn't look anything like this. She mostly sang her new rock songs and sounded like someone was stomping on a cat's tail. It was a fitting warmup for Sheena Easton who served up cruise ship realness, including a medley of Sugar Walls/U Got The Look where her gay white backup singer did a Rapper's Delight interlude while Sheena caught her breath. It was one of the more surreal concert experiences I've had.

Debbie's voice has been shot for a while now. At least a decade. She could sing well in the 80s and 90s though.
Tiffany was always the better vocalist of the two though. Not sure what her problem was at the embarassing performance she gave the other day. She's one of those minority of artists that sounded just as good live than on their albums.

I'm surprised to see that she has released thirteen albums, had two number ones and two Top 10 hits. I always thought that she only had one hit and then, vanished into thin air. Obviously, someone is interested in her music and thirty years ago, she was very successful for a hot minute.
The sad thing is that she used to have a nice voice (it's evident that she is VERY drunk in the video posted by the OP) and, just like many other singers who became stars in the 80s, she was literally erased when Grunge became popular in the early 90s.
Anyway, we cannot say "how the mighty have fallen", but I think that "she went from the bottom to rock bottom" would be rather appropriate in this case.
