That's Moniyhan Hall r1. It's primary purpose is it gives a fancy waiting room for Amtrak, for tourists. All those NJ transit commuters who work and hang in the city are still using Penn Station.

New Yorkers and their ghetto mentality will destroy it within 6 months. There’ll still be vagrants shooting up in the toilets, there will still be a shitty, ghetto Duane Reade, likely the first shop you’ll see. There will still be lazy, trashy New York City Schools-educated employees either hiding from work or going out of their way to make commuters absolutely miserable. There will still be hours long delays for trains. And that trendy and futuristic entrance from the outside? There will still be trashy newsstands flanking it, and hot dog vendors and black dudes hustling sightseeing tours or sketchy bus passes to JFK. It’s a sewer and I’m Glad I had the good sense to get the hell out of there five years ago.

They are doing a lot to keep Moniyhan "nice". There is no seating outside of the lounge (of course...), and if you try to just sit somewhere security will be on you in a heart beat telling you that you can only sit in the official lounge. Doing everything they can to keep the homeless out I guess.
