Some of the slaves at Mount Vernon had belonged to Martha Washington's deceased first husband and she inherited them with his estate. Actually, he did free the slaves *he* owned, but most of the slaves were owned by the Custis family, therefore, he was in no position to free them. Martha actually did free her slaves before her death because since she was the only thing standing, she was afraid her life was in danger.

I recently read "Washington: A Life" and it really gives insight into the mindset of people like Washington & Jefferson who were outwardly at least against slavery; first and foremost, they cared about their social position and slaves often had considerable value. When Jefferson died, the slaves were sold because he was basically broke at that point & it was the only real asset the family had. Washington - and probably Jefferson too - viewed his slaves as child-like; people who didn't have the skills or intelligence to make it on their own. Washington tended to treat his slaves well, ensuring they had food & medical care, so he probably justified it by figuring they'd be worse off on their own or misused by someone less generous.

That certainly doesn't justify the horrors of slavery but judged by their time, Jefferson or Washington probably would've been considered indulgent or moderate by other southern slave holders.
