If the money that has been channelled into "drug wars" had been channelled into building rehab hospitals to which users and young low-level dealers could be sentenced instead of jails - places that not only get you off drugs but help you start to sort out the problems that got you there in the first place, and that maybe even help you get a job when you get out - the US would be much wealthier than it is, and millions of people's lives wouldn't have been ruined by getting prison terms early in their lives that mark them forever, both emotionally and on the job market.
The trouble is that physical, psychological and social rebuilding of individuals is always seen as "women's work", and is low paid and severely undervalued by the dicks who run capitalism.

R6 probably from data which shows that dealing with the consequences of people doing bad things costs a hell of a lot more. For example there are plenty of studies which show that paying for housing for homeless people is much cheaper than paying for law enforcement costs associated with the problems caused by homeless people who are put on the streets. But people would rather pay millions every year to cover HIV medications for drug addicts than spend a fraction of that amount for clean needle exchange programs; they’d rather pay a fortune to lock up people in prison than a fraction of that cost to address poverty and other issues that lead people to criminal activity; they’d rather pay millions for policing and court costs associated with the homeless than pay a fraction of that amount for housing for the homeless.

The problem is that drug addiction isn't usually just a case of someone who took one wrong step and ended up addicted. It's much more usually someone self-medicating for undiagnosed or untreated mental illness, and until you deal with that it'll come out in another destructive way (which will also be expensive for society in the long run).
The neurological approach might work (agreed, you'd need more money and more often, though), but without follow-up the person just goes from a car-crash back to a car-crash waiting to happen.

Ok, I get part of this but how about making mental healthcare and healthcare in general, universal instead? How about free addiction treatment and counseling at safe houses for clean needle use and beds for those who need them? We will never cure the cycle of addiction without proper healthcare, mental healthcare and taking away the homelessness cycle that often goes with it.

Not the Granddady of cheapskates, desperation, folks, desperation. You do have to pay for drugs in some way or wind up cut off & in the wonderful world of withdrawl, or like George Harrison or Chet Baker assaulted or killed as an example to those who have welched. Most Tweakers & other types of addicts aren't exactly investment bankers. Guess you don't know any. On the other hand, it's not always about $$$ It's also about the fun of fooling the powers that are doing the piss test. The get over is a whole other high.
There is a whole underground economic system in the drug world. Piss is usually bartered for, not paid for. Since in California you can boost(shoplift) to your hear's content, you tradestolen items for piss. In fact, if you are a skilled booster you take orders & that's what you steal. Or if someone owes you a favor, you exchange it for piss. Again, yes, been there done that. Thank God, not today. Being clea & sober is SOOO sweet, because you don't have to live like that anymore.

What's with all the people thinking a piss test is easy to scam? It's likely they'll watch them piss, meaning no, you can't just bring in a sample.
R37 obviously I don't know the details, but in NYS to get medical treatment for addiction, they don't just hand out suboxone or methadone because you say you're an addict. You start out giving a urine test to prove you have drugs in your system. And before anyone thinks you can just go take a pill for a day, drug tests are more advanced than showing a positive; they can see levels, last time taken, etc.
