Most of this is construction clutter and dust. I only see a couple of real construction issues. Plus the yard hasn't been taken care of in years.
This isn't as bad as you think. Have you seen some of the home people choose to flip? Mold, literal animal shit everywhere, termites, punched-in walls, water damage.
This has little of that. Yes, I'm being serious.

A cursory review of Putnam County property records show it was purchased in 10/2020 for 50k by a New Jersey LLC and “value useable” is “no.” Prior to that it was purchased by a Robert B in 1991 for 80k.
I’d love to know the back story. Did the LLC buy it thinking to fix it up such as installing new kitchen cabinets but give up? Why the heck didn’t the seller/realtor clean the place up a bit and toss the personal items in a dumpster?
For tax purposes the land is worth 11.3k and the market value is 265.6k.
What in the world happened?

Agree r13, bring in one of those companies that takes out the junk and does a cursory clean up and go from there. If the roof is okay (hard to tell) and the outside wood paneling around the doors can be fixed, it's definitely salvageable.

I am just so curious why it’s in such a chaotic state.
The place is on septic with its own well. But that’s just so weird for a small 80 x 100 lot situated amongst other houses which may have their own septic/well. Way back in the 80s Southeast Portland was required to go from septic/well to muni hook ups. The residents balked at the measly 10k fee but it had to be done for public health reasons. I wonder if that’s the case here.
But that doesn’t explain the chaos and disrepair. Why in the world would someone install new cabinets when there needs to be HVAC, electrical, and possibly roof work done? Just crazy!

Correct, R32. We do it all the time. Purchase the house direct from the owner and put it right on the market at a higher price. Maybe do a clean out and some lipstick. Maybe not. Each home is different and has to be analyzed for the highest and best profit strategy. In a hot market you don't have to do much, unless you want to. Another investor (hopefully an eager, dumb newbie) will overpay for it and do the rehab. It's called wholesaling.
And, to the genius @ R30 (who must also be the idiot OP), investors often buy distressed properties sight unseen. The more photos the better. And, no, for an "as is" property you will never see comments about condition other than the generic "handyman special" (or similar). Liability.

No. This is a shitty house built by someone "in construction" who never quite finished it. Then years later someone starting renovating it but got only as far as ripping some things out: an unfinished aelf-built house that someone tried to half-assedly self-renovate then got divorced or otherwise got distracted and said, "fuck it, sell it for whatever you can get, I'm done."

I also think the picture of the electrical box is one (of the many) red flags
It may mean this house doesn't currently have electrical
It probably doesn't not meet minimum occupancy standards - it looks like a teardown to me
You would need an estimate from a contractor to bring it back to minimum occupancy standards
Or an estimate to clear the lot and bring it a condition to rebuild on

You would have to pay to deal with the natural gas lines, sewer, and other issues before you could even start demolition
Get permits, inspections for all of that...before you start to clear the lot
Some flippers don't anticipate surprises that can create expenses that far exceed the original purchase price
