"National Defence waited nearly two months to remove Major-General Dany Fortin from his military duties and as head of Canada’s vaccination rollout because it was scrambling to deal with a series of allegations of sexual misconduct involving at least seven high-ranking officers, sources say.

The federal government replaced Maj.-Gen. Fortin on Monday, naming Brigadier-General Krista Brodie as head of Canada’s vaccination campaign effective immediately. The Public Health Agency of Canada said she has played a key role in the vaccine rollout as part of a deployment to the agency in November.

Maj-Gen. Fortin was informed Friday that he had to step aside but his lawyer said he was never told the nature of a three-decade-old allegation of sexual misconduct until two days later when he was contacted by a CTV reporter.

“It is a news reporter who informed Major-General Fortin of the allegation against him Sunday, May 16. This took him completely by surprise. He vigorously and categorically denies this allegation,” Commander Mark Letourneau said in a statement to The Globe and Mail on Monday.

The reporter told Maj-Gen. Fortin that a female complainant had gone to military police in March, alleging that he exposed himself while a student in 1989 at the Royal Military College in Saint-Jean, Que.

Two sources confirmed the allegation was made in March, but said the delay in asking Maj-Gen. Fortin to leave his post was because National Defence was dealing with at least seven complaints against senior officers. The department wanted to make sure that proper processes were followed to avoid possible lawsuits, they said. The Globe and Mail is not revealing the sources because they were not authorized to publicly discuss the matter."

Three military police investigations are known to be under way into the conduct of former chief of the defence staff Jonathan Vance, Admiral Art McDonald, who succeeded Mr. Vance, and Vice-Admiral Haydn Edmundson. Major-General Peter Dawe, commander of special forces, left his post after it was revealed that he wrote a letter of support for a soldier convicted of sexual assault of a female member.

The sources noted that Adm. McDonald was asked to voluntarily leave his post in February several weeks after a complaint of sexual misconduct was made against him to military police.

Brig.-Gen. Brodie, the new head of the COVID-19 vaccine rollout, joined the Canadian Armed Forces in 1989. During her time in the army, she has commanded platoons, a company and a battalion. She has been deployed to Croatia, Bosnia and Afghanistan. Brig.-Gen. Brodie also served with both NATO and the United Nations. She is married with three children.

While there is some sympathy at National Defence headquarters for Maj-Gen. Fortin’s situation, the sources said Acting Chief of Defence Staff Lieutenant-General Wayne Eyre and deputy minister Jody Thomas took the complaint seriously. They have decided that all complaints – no matter how long ago – must be dealt with through a proper military investigation, sources said.

The Prime Minister’s Office declined to say when it was informed of the allegation against Maj-Gen. Fortin, who has won the government’s approval for managing the distribution of vaccines to combat the COVID-19 pandemic.

“These matters are handled by authorities and CAF officials. When appropriate, the PMO is provided status updates on senior personnel decisions by the Privy Council Office,” press secretary Alex Wellstead said in an e-mail.

NDP defence critic Randall Garrison said the Liberal government should have acted on recommendations contained within a 2015 report from former Supreme Court justice Marie Deschamps that detailed a highly sexualized culture in the Forces that is hostile to women and LGBTQ members.

“Service people and all Canadians are watching this unfold and wondering just what is going on and how years of inaction from the government has brought us to this point,” Mr. Garrison said.

The Trudeau government has been under political pressure in recent weeks since former military ombudsman Gary Walbourne told a parliamentary committee that he presented Defence Minister Harjit Sajjan with an allegation about Mr. Vance in March, 2018, when he was chief of the defence staff. Mr. Sajjan declined to see the evidence.

Although the Prime Minister’s Office was immediately informed of the allegation, no further action was taken after Mr. Walbourne emphasized that the complainant had come to him in confidence.

Employment Minister Carla Qualtrough said Monday that the country’s vaccine effort will not be affected by Maj-Gen. Fortin’s departure from his role.

Canada has had 20 million doses delivered to provinces as of last Friday, she added, saying another 50 million are on the way before the end of June."

About the whole French Canadian men are uncut discussions, it should be noted that prior to the 1980s, the circumcision rate in Quebec was over 80% due to the influence of the Catholic Church which in Quebec endorsed circumcision. After the 80s, the rate dropped significantly and by the early 2000s, only about 15% of babies were circumcised. Since Fortin was born in the 1970s, it's likely he is cut.

Ridiculous, R49. Trudeau isn't "left," especially on environmental and Indigenous issues, which is why I'm not a huge fan. Still, I don't hate Trudeau, and I don't get the unhinged hatred towards him.

Regarding the Fortin issue, this allegation is from 32 years ago, and in my mind, it isn't all that serious depending on the context. If Fortin was in a club or running around a dorm or something, then this is a witch-hunt plain and simple. Conservative trolls are already beating the drum about why Fortin stepped down and Trudeau didn't after the groping story broke a few years back.

If he confronted a woman in a threatening manner and exposed himself, well that's different.

The problem is that it is now his word against hers. There's likely no evidence anyway and as long as Fortin has no other complaints against him, then I don't see why he should have stepped down or why Trudeau should have fired him immediately. We have due process in this country and I'd like to know whatever happened to innocent until proven guilty.

This accuser shouldn't be allowed to remain anonymous though. You don't come after a person 32 years later with such an allegation and then get to hide in the weeds.

In the mid-1970s Canadian Pediatric Society issued it's first study on male circumcision, one of the first studies in North America about the subject. The circumcision rate in Canada was over 70% at this time with Quebec being roughly 80% and Ontario 75%. Quebec's circumcision rate began to drop rapidly after 1980.

Wearing his uniform and medals, Maj.-Gen. Fortin was accompanied by his wife, Madeleine Collin, and a member of his legal team Wednesday morning as he arrived at the police station to hear the charge against him.

Speaking to reporters outside afterward, he said his lawyers had tried to get information about the situation from prosecutors but were unsuccessful, adding that the arrest warrant, issued Monday, was a “total surprise.”

“For the past three months, my family and I have been living this nightmare of not knowing,” he said. “Not knowing the nature of the allegation, not knowing the status of the investigation, not knowing whether or not I’d be charged.”

He said he would “vigorously” defend himself against the charge and also ask the federal court to consider “the lack of due process” he has been accorded “throughout this ordeal.”

Maj.-Gen. Fortin was selected in November, 2020, to lead the vaccine task force. He handled logistics and operations for the Public Health Agency of Canada in the procurement and distribution of COVID-19 vaccines.

He was bumped from the role in May, when he suddenly faced an investigation by military police. He said he was told that he was under investigation for some form of sexual misconduct alleged to have occurred more than 30 years ago and that he learned about the general nature of the allegations from a reporter.

On Wednesday, he told reporters that the acting chief of the defence staff told him the decision to remove him from his role was the result of a political calculus.

“I just want to get back to work,” he said.

“I’ve had the honour and privilege of serving Canadians for over 36 years in some very challenging circumstances and places, including combat settings,” he added. “This fight against an invisible foe has been the hardest of my career.”

The charge stems from an offence alleged to have occurred on Jan. 1, 1988.

Philippe Morneau, a member of Maj.-Gen. Fortin’s legal team, also spoke briefly Wednesday and confirmed the charge of sexual assault.

Mr. Morneau said the arraignment will take place at 9 a.m. on Sept. 20 at the Gatineau Court House. Sept. 20 is also the date of the federal election.

Speaking in Vancouver, Liberal Leader Justin Trudeau was asked about the case and his government’s handling of sexual misconduct incidents.

“The Canadian Armed Forces has not been to the level it needs to be to protect all women and men who choose to serve,” he said. “The culture has not been what people deserve.”

Mr. Trudeau added that his government has brought forward a “number of different measures” aimed at improving the culture of the military and ensuring there are recourses and better resources in place when people do come forward.

“We know there is more to do,” he said, citing his government’s appointment of Lieutenant-General Jennie Carignan as the military’s new chief of professional conduct and culture and the appointment of former Supreme Court justice Louise Arbour to study the creation of an independent reporting system for sexual assault in the Forces.

Where did it say he did it at work, R103? He was a student at the time it happened, in 1988, and didn't join the forces until 1991.

I believe this is a hit aimed at Trudeau, whose government overreacted and fired Fortin with no evidence and no charges against him because of Trudeau's bungling of other military sexual assault cases.

While it is true that sexual offenders would start young and with acts that you could easily dismiss as just "drunk boy" behaviour at first. But we should also note that a lot of guys who do stupid shit in their youth (such as flashing their cock while drunk at a party) don't go on to be sexual predators. I am open to Fortin being a sexual predator, but to date, there is one 33 year old highly shrouded allegation against him. To date, no one else (inside or outside the military) has come forward with allegations against him so as far we know at this stage, there's no pattern. Also the alleged event took place on New Years which to me only underlines the notion that this was stupid teenage behaviour and not the start of history. There are so many unknowns, it's difficult to even guess what happened. Was this a girl he was seeing? Had they had sex in the past? Were they drunk? Did they accuser not given consent implied or otherwise? Normally, in a case involving someone with an established history there is a ton of smoke...there is none of that with Fortin right now. So I am actually going with the innocent until proven guilty. To me, this does not read as a Cosby or Ghomeshi thing. And I know it's not "right to say" but if the accuser was so traumatized, why did take 33 years to come forward. Fortin was well-known within the military structure. It's just very odd that this verrrrry vague accusation comes forward after Fortin was appointed by Trudeau and after Julie Payette scandal was brought to light creating a narrative about Trudeau's judgment for his appointments. The timing just seems verrrrrryyy coincidental ...and I'm not even a Trudaeu supporter.
