Not necessarily. It's more likely they're showing because he's just been working out in the "after" photos, so his blood is rushing through his veins, and also because he's older now than he was in the "before" photo, and as you age the veins in your hands become more and more prominent.

Steroids don't do that. Using too much weight too soon does that. Guys put their bodies under so much physical stress that the blood vessels are dangerously close to bursting. However, to avoid that look it would take over a year compared to a few months (with steroids to give you that energy push).
