I doubt Bill has had no input into the foundation, but it wouldn't surprise me if there's always been a tension between Melinda's do-gooder motives and Bill's social engineering. It happens that their objectives sometimes overlap. Melinda wants to uplift women globally for women's benefit; Bill goes along with it because women's education and employment lowers birth rates in the third world.

It'll be interesting to see what happens with the foundation after their divorce. If Melinda is truly a do-gooder, I would assume she's vying to maintain some control over it even after the divorce is finalized.
