Personally, I think that he ought to have fled Brazil a long time ago, but his brave commitment to the truth (and maybe, also his foolhardiness), prevent him from doing so.

The report didn't find definitive evidence of illegal coordination with the Russians (in part because they were blocked from much of the evidence.) but there was still clear cooperation with the Russians and they clearly welcomed the help. Try harder to be at least nominally accurate.
