Remember Brisco Cain, the midget closet case from Texas who flew up to Philadelphia to fight the election results?
He was so unimpressive that the Texas speaker of the house appointed him as chairman of the Elections Committee.

Representative Rafael Anchía, a Dallas Democrat, questioned Briscoe Cain about a peculiar phrase he'd included in the text of the GOP election law, "the purity of the ballot box," a 19th century phrase copied verbatim from the Texas Constitution intended to enforce "white primaries" at a time when only whites were permitted to vote in Texas primaries.
Briscoe Cain said he had no idea about the history of the phrase, and had never heard of "white primaries." Although the phrase was subsequently stricken from the bill, the net effect of the legislation is nonetheless to make it harder for minorities to vote in Texas.
