How do people in the industry view this award? Obviously no one wants to see their film on the list of nominees but is it generally regarded as a harmless joke or do people see it as mean-spirited?

All About Steve ultimately won Worst Actress and Worst Screen Couple. Sandra Bullock accepted the Razzie for Worst Actress, giving out a copy of All About Steve to each member of the audience, promising to attend next year if they all watched to consider if it was "truly the worst performance". When an audience member thanked her for the copies, Bullock replied "You say that now". She won an Academy Award for Best Actress for The Blind Side the next day, making Bullock one of the few performers to win an Academy Award and a Razzie Award in the same year.

In the beginning, they honored more big budget movies that had less than great critical receptions. Dressed to Kill and The Shining were nominees alongside Xanadu and Can't Stop the Music that first year. There were also a couple of times where their choices overlapped the oscars.
But over the past twenty years, they just got so dumbed down in their choices. It jumped the shark the year they gave W. worst actor for Farenheit 9/11. Just stupid.
I was actually surprised by the Glenn nomination this year. That's the type of ballsy choice they haven't done in ages. You wonder who she pissed off.

No publicity is bad publicity. People who read about Razzie winners may be curious to see a trainwreck movie or performance, which can be more enjoyable than many boring Oscar winners.

I can see why the Razzies caught on when they started, but at this point they seem totally unnecessary. We don't need an awards show to talk about how some movies suck. We have the entire internet for that.
Plus, for an organization that prides themselves on decrying how bad other people's work is, their jokes are so damn tired at this point. Yeah, let's nominate another guy for Worst Actress because he's wearing a dress! That joke was so hilarious for the first dozen Tyler Perry nominations, and it'll never get old.

You have to give Halle Berry and Natalie Wood Credit for not taking their stinkers too seriously. Rita Hayworth and Kirk Douglas laughed about their worst awards too:

The award and nominations are funny as hell sometimes. I believe Halle Berry brought her Oscar with her when she accepted for Catwoman, haha. Sandy accepted hers.. I’m sure Glen thought about accepting it, they must have told her she wasn’t winning.
