I knew this project/building seemed familiar because of street address. Sat here racking my brains at where anywhere near Gramercy Park proper a new high rise went up recently. There was nothing on Park Avenue South, or any of the streets that are bisected by park either...
It is about a block or so east of Gramercy Park between Third and Second avenues. More to the point property is the site of former Cabrini Medical center that went bankrupt back in 2008. Sloan-Kettering bought the property with ideas of opening some sort of ambulatory or otherwise expansion of their cancer services, but soon decided it wasn't a good fit. Property was too far from their main UES campus and wanted patients and staff to have faster access for various reasons. Making good money SK sold off the property to developers.
Cabrini Medical Center occupied lots 209-225 East 19th Street. This "Towers at Gramercy Park" used 215 East 19th street as main address.

Gramcery Towers is a condo, not co-op building IIRC.
Only thing a condo board can no in relation to vetting sales is right of first refusal. If board (building) does or cannot buy the apartment, they must step aside. Besides this is new construction, there might not even be enough residents in place for a board to exist.

That's a little terrifying given that China's government oversees all business, China's government collects and files data about all individuals through tech and China's government has become more discriminatory of LGBT people under Xi. If they ever start culling populations, no one will stop them. They've already got a million Uyghur people in concentration camps for forcible 're-education' and occasional extermination and the U.S. and other countries will barely even acknowledge it.
