Looking it up I see both sides of the aisles in the houses of Congress supported the bill. 59–23 in the Senate and 285–121 in the House. When presented to the states for ratification ONLY Oklahoma and Massachusetts rejected the Amendment. Apparently a lot of democrats also had hatchets back in those days.
Just a guess. If FDR hadn't so blatantly lied about his fitness for a fourth term I doubt this would have passed so overwhelmingly. But dying 82 days into his term rather gave it away. To FDR's credit, at least a mild breeze never blew him away.

For me? Those texts he sent Hunter were a huge revelation into Joe's character: The man is a good, good man. And not fake DC PR good.
Not too many people (myself included) could have been so loving and patient to an adult (son or not) that was so far down the rabbit hole. I would have given up and probably blown up at Hunter. Just out of the frustration and helplessness of watching someone I loved die more than out of any sense of cruelty.
