The explanation I've heard is this:

If anyone dies at sea in the North Pacific, there's a current that will sweep the bodies in the direction of BC. Of course it takes a long time for the corpse to move that far, and scavengers and decomposition will be working at as long as it's in the water... and falls to bits and the feet come off. The reason the feet alone come to shore is that if the person was wearing sneakers or rubber-soled shoes when they died, the rubber will both provide boyancy and protect the feet from scavengers. So while the rest of the corpse sinks and goes into the foot chain, the feet come to shore and delight the beachgoers of BC...
