In 1944 the republicans campaigned against Roosevelt, in part, on the idea that he left the US unprepared for war in 1941.
The truth was that Roosevelt over and over again told the congress that war could come and the US needed to build up its pathetic peacetime military to defend itself. Guess which party was isolationist and against the idea of spending more money on the military?

So yes they were campaigning on blaming FDR for something they did and he had fought them on.

JUST CURIOUS: when is anyone going to institute a law that ANYONE running for the congress or simply high political office has to 1) give all financial records and taxes 2) have a psych evaluation and 3) have their resume highly investigated and researched 4) have them forced to tell the public WHERE they got their money from to run for office and keep themselves in office and FOR ALL OF THIS to be public knowledge before any and all elections...

People have been saying this lately but there's really no need to overturn democracy. If you're a competent president--or an incompetent president with a strong and effective team running the country behind the scenes a la Reagan and George W. Bush--you can pretty much get away with anything you want.
