R5, in NYC? I grew up in Brooklyn. I went to Carvel and B&R. I don't recall ever seeing a DQ until I left the state and even then, I never actually went into one. I'm not saying it in a "snob" way, just weird that I never recall I ever stopped into one on road trips.

In OPs video/news report it looks like a podunk town so their options were probably limited (and their budget?)
The Canadian franchise owner did release a statement saying he was sore-y aboot the situation, admitted policy wasn't followed, and re-training was in order. But who knows how sincere that is.

They have several Carvel shops in Brooklyn, in fact they opened some new ones a few years back. They also sell Carvel in some supermarkets.
There was a Dairy Queen on Graham Avenue in Brooklyn but it’s closed down now. I think there are a couple in Staten Island.

The two I am pals with back home in LA are incredibly discerning in terms of food choices.
