I live in an apartment building. The street is pretty busy during the day but at night it’s mostly deserted. I’ve noticed that there is someone or someones who park in front of the building with the headlights on and just sit there. Tonight I watched for a while (about 10 minutes and nothing happened, no one got into or out of the car. It’s still sitting there with the lights on. I don’t get it. I NEED TO KNOW.

OP, this happens all day and night where I live. My tiny street is now a cut through street for all these asshole cunts who don't live in my area. From 5am to 12 am everyday. We call the "randoms" and they find a spot and just sit there for 10 min or a few hours with the motor running just sitting there. It's so bad where I live that I move my cars out in front of my house to block these cunts from parking and running their cars engine. Blocking them is the only way to stop them from parking in front of my house. As I'm typing over 20 cars have passed my house on this tiny street. It's 4 blocks long. That's it! I can't wait to fucking move from shit hole hell hole. Yes, it's in Los Angeles. Thank god my 2br 1ba is worth over 1 mil.

When my son was a newborn, he was colicky and the only way he'd sleep was a car ride. DIdn't matter what time it was. I can't tell you how many times I'd pull in somewhere with the car running to keep warm and browse the internet and veg out while he slept. I had the awareness not to direct my headlights at anyone's residence, however.

I've done it a few times. If I drive into the city and find I'm early for work, I'll park and check stuff on my phone or clip my nails or whatever for a few minutes. Or if I need to make a phone call, I'll park rather than make the call rather than drive distracted.
But if it's the same car at the same location frequently... probably someone who doesn't want to go home or who is stalking an ex.

I actually pulled over tonight when I got back in my gated neighbourhood because I'd been chatting with a guy on Grindr and wanted to finish the convo before I got back in the house. Granted, I immediately turned my headlights off and only sat there a few minutes. I would imagine in a larger town like LA, maybe people pull over longer for texting, etc to avoid driving back and forth while doing errands, hooking up, etc. But yeah, the lights on is weird and inconsiderate.

I would go out and ask them not to idle the engine in front of your house, that the exhaust is getting into your home, some people are clueless. You could ostensibly walk behind the car and take a photo of the plate if you don’t recognize the car. We figured out there were homeless people that would drive into our complex and park in a deserted spot to avoid police from harassing them. You can tell because their car is loaded down with belongings or the insurance tag is expired. People that rent in a complex rather than own could care less about surroundings- so homeless will take advantage of this.
But they could also be casing someone’s house to break in.
I would walk up, smiling, and say, “Hi! Are you looking for (neighbor’s name?)” Make sure to look them right in the eye and pause. If it’s a thief they don’t want that kind of attention and will leave. You could faux apologize and say, “Oh you look like someone I know”. This tips them off that you would likely “recognize” them if questioned later by authorities.

I live on a quiet residential street in a remote area of Brooklyn and have noticed an uptick in just this. But I have a feeling it’s people in my neighborhood, many of whom are families with young children, trying to carve out some private time since no one is leaving their homes now. They are often reading their phone, listening to music or talking on the phone when I see them, sometimes quite late at night.

Interesting new development. It’s a one way street. Around 5:30 I looked again and he was still there, lights blazing. BUT now, up the street a short ways was a police SUV across the street with HIS lights on. I couldn’t see what the officer inside was doing, but I could see his little computer screen lit up. He was clearly aware of the guy in the car in front of my building.
Maybe he was running that guy’s info, I don’t know. But wouldn’t he have been parked behind him?
A close friend lives in Inwood and there is a lot of blatant drug selling on her block. The dealers not only have their lights on, they blast music to attract buyers. All night. My friend says LE is well aware of them and does nothing. I guess the same goes for my city.
