It's a politically correct way of using the N-word without actually saying it. It's a means of blaming Black people for anti-Blackness by blaming them for actively defying anti-Black racism. The assumption that whites can be victims of racism is itself racist because whites are the architects of racism.

There's a popular distinction made in the social sciences that I've always found very useful--racial bias vs. racism. Racism is considered a form of racial bias except it is directed at marginalized groups within the context of a broad system of social inequality. What people refer to as 'anti-white racism' or 'reverse racism' then would be a form of racial bias and *racism* is then definitionally distinguished as a categorically different phenomenon.
And they are drastically different social phenomena in their origins and their consequences, so they should rightly be treated as conceptually separate. It is racist to treat them as equivalent because it trivializes the differences in social power between racial groups.

Yeah... They want to see the metaphorical 'playing field' as level and the game as fair, at least in some ways. That there are no patterns of anti-minority injustices and inequalities.
Taking that worldview, racial bias against whites is then equivalent to racial bias against non-whites.
[But I'm not really talking supremacist racism here... I mean, more run-of-the-mill racism. I like a definitional distinction between 'racial bias', 'racism' (racial bias grounded in racial hierarchy) and 'supremacist racism' (racism explicitly supportive of racial hierarchy).]
