No. Simply no.

A violation of an offense that gets a citation is a violation of the law per se. A citation is merely in lieu of an actual physical arrest and booking. If a police officer stops you for speeding (a violation), he can arrest you, take you to jail and book you; or he can issue you a citation which is a promise to appear in court to answer the charge. Most of the time it is the latter, but it has been the former as well.
