Hate crime legislation doesn't punish a person for a "thought" or even for the "hate" in itself; it adds to the punishment because the crime committed against one person implicitly threatened an entire group of people. Perfectly normal and precedented.

There are a lot of things I agree with Fran on but she isn’t a genius by any means.
